Risk Register export JSON/CSV (risk-register)

Converts Node A output (markdown/JSON with ER-NNN findings) into a structured Risk Register. Wraps /api/export/risk-register. Deterministic, NOT generative (no citationChecks). Consumes NO credits. Does NOT require jurisdiction. format=csv returns an attachment with an anti-CSV-injection guard.
