Generate the PDF report of an analysis (binary)

Generates the PDF report from client-supplied analysisText. Wraps /api/generate-pdf. Returns application/pdf (body-stream passthrough) or 409 DOSSIER_NOT_CERTIFIABLE (signable Final Version with broken citations, with refund). jurisdiction OPTIONAL (no default). Scope mcp/*. The internal route debits 1 cr with refund; the v1 layer does not debit.
