EU AI Act Art. 50 transparency log (ai-act-log)

AI Act traceability log for an output. Wraps /api/outputs/[id]/ai-act-log. OUTPUT-SCOPED: returns the log only if the output belongs to the key's userId (404 otherwise). Consumes NO credits. format=txt returns the declaration as an attachment.
