Export the PDF dossier of an output (binary)

Generates and downloads the PDF dossier of an output. Wraps /api/outputs/[id]/export-dossier. Strict-owner OWNERSHIP (404 cross-user). Returns application/pdf (body-stream passthrough). 409 DOSSIER_NOT_CERTIFIABLE (JSON with forensic detail of the broken citations) if integrity is broken and allowBroken was not passed. Scope mcp/*. 0 credits.
