List ranked problems

Returns the ranked cross-signal Problem Book with coverage and remainder metrics, read by the dashboard's own loader. Pages each partition (problems, untrusted) with offset and list_version.

Query parameters

next_offset of the previous page.

list_version of the first page, passed with every later offset.
