One of bad_cluster_label, mismatched_frustration, missing_data, noisy_data, wrong_tool_failure, incorrect_loop, api_quirk, false_positive_attribution, misrouted_fix, harness_bug, other. Any other value is stored as other, with the submitted value kept in refs.raw_category.
