Count Trust Model v3 manual-verification submissions

Queue depth only — a number, no rows, identifiers, or documents. Gated on the same durable complete_manual_verification permission as the queue but WITHOUT the fresh step-up requirement: a routine dashboard load may show how many submissions wait, while the queue contents and every decision stay behind the step-up-gated endpoints.
