Suggest service addresses in the first-party browser UI

Same-origin first-party browser UI route; not an external-agent or native-app API. After four normalized characters, it forwards only the partial input through Loppee to Google Places Autocomplete (New) and returns at most five display-text-only suggestions. Loppee does not retain the partial input or suggestion list. Provider ids, coordinates, address metadata, and autocomplete session tokens are never returned. The UI must keep manual entry available and show Google Maps attribution with the suggestions.
