Receive a signed external-agent wake-up event
Provider-neutral reference-only HTTPS POST from Loppee. The receiver verifies the HMAC and timestamp, deduplicates by event_id or X-Request-ID, and durably accepts the event. For live workflow events it then uses its separate scoped Loppee API/MCP key to fetch the referenced resource. agent.webhook.test is receipt-only and has no fetchable resource. Hermes Generic V2 and any capable customer-operated receiver can implement this wire contract.

Changes
Webhooks have no change history: a webhook is keyed by its event name rather than a path and method, so no recorded change can name it.
