Register back-office agent webhook

Human-admin-only recent-AAL2 manage_team registration of a provider-neutral HTTPS wake-up receiver for one active back-office agent credential. Loppee sends reference-only admin.verification_submission.created events; the receiver verifies the HMAC, then uses its separately scoped Loppee API/MCP key for authorized queue reads or decisions. Re-registering replaces the endpoint and rotates the signing secret, which is returned once.
