Credit an invalid Sponsored ad tap response

Audited decision: a charged ad tap is credited back to the advertising balance (an invalid-tap credit with the same purchased/promotional split, never a card refund); an uncharged tap is only marked invalid. A tap is never credited twice (409). Requires manage_billing.
