Webhook routing headers set

Triggered when routing headers are set on a webhook subscription. change.to is the new headers, {key_header, id_header?}; change.from is the headers they replaced, or null when they were first set. Delivered to every subscription that listens for this event, including the one that changed if it already did.

Note: message.edited is only delivered to subscriptions using webhook_version: "2026-02-03". Subscribing to this event on a v2025 subscription will not produce any deliveries.
