Chat background update failed
Triggered when setting or removing a chat's transcript background fails. It is the terminal failure counterpart of chat.background_updated. An accepted request normally ends in one of the two, but do not treat that as guaranteed: a command that exhausts its internal retries emits neither, so time out rather than wait indefinitely for a terminal event.

Changes
Webhooks have no change history: a webhook is keyed by its event name rather than a path and method, so no recorded change can name it.
