Authed: post a comment on a topic page. Resolves (lazily creating) the topic's hidden proxy News row, then delegates to the existing post_yap so voting, revisions, dedup, rate-limit, and SQUID accounting all apply unchanged. The proxy's content_type='topic_pillar' keeps post_yap's dispatch/senate branch dormant — a topic comment never broadcasts.
