Return one public pre-edit version of a published Atlas pillar.

The parent pillar must currently be PUBLISHED and the exact revision row has a public predecessor snapshot. DRAFT/STUB histories, inactive tags, withheld predecessors, and invalid revision numbers all return the same non-revealing 404. Revision numbers match the oldest-first numbering in topic_revision_history.
