Tiny, fresh view-counts endpoint for /atlas/<slug> (Packet B T1).

The full pillar payload is cached 300s (Django) behind 60s/3600s (Next data-cache/ISR) — great for the page, terrible for a live-moving number. This endpoint serves ONLY the three counters at a 30s TTL, and the beacon cache.deletes the key on a real increment, so a click-through shows up within one client poll instead of up to an hour. CORS-open like the beacon.
