Apply Back work transfer pairs

Requires firm owner/admin accounting authority. Optional assist: confirm transfer / credit-card payment pairs by sourceRowKey, moving both legs out of vendor policy groups into transferPairs. Unpaired transfers stay unpaired on preview; this does not block Stage 4.
