Begin Back work import from a clean intake file list

Requires firm owner/admin accounting authority. Confirms the firm is done adding CSV/XLSX/ZIP exports on a clean intake scan and prepares the account-setup pre-flight. Rejects when problem files remain, overlap questions are unanswered, or no recognized accounts exist. Idempotent once pre-flight already exists for the current evidence.
