Read firm work that is blocked on human input

Returns only work Tally cannot continue without a firm member's answer, decision, approval, consent, credential entry, or external action. This is narrower than the general work-item ledger and excludes ordinary bookkeeping volume, informational rows, and work waiting on clients, providers, or time.
