Release a reserved settle/refund that sent nothing (settle worker, service key)

Service-key only (enforcer-mpp-settler). The same as POST /admin/mpp-deposit-intents/{id}/release: drops the (intent, kind) reservation only while it has no tx hash. 409 action_already_completed when the row records a sent transaction; 409 no_reservation when there is none.
