List MPP deposit intents (system admin or mpp_ops): the manual-settle queue

System admin, or a role carrying the mpp_ops grant. Oldest first. forwarder finds the intent behind a deposit address (an exact match; a malformed address is 400 invalid_filter). Each row is the intent, its fulfillment's status and every transfer seen at its forwarder. state=received,overpaid is what an operator settles; underpaid,parked (and expired) is what an operator refunds. Read-only.
