Decline Fulfillment

Payer refuses an incoming payment request. Caller must be the fulfillment's sender_user_id (403 otherwise) and the row must still be status=pending — once it has moved to submitted, paid, or any terminal state this returns 409 not_pending rather than acting. On success the row moves to declined.
