Resolve Impersonation Login Id

Resolve the Descope login id to impersonate for a user's email (IBS-1703).

Every impersonation entry point resolves through here instead of passing whatever string the admin has at hand — see users_service.resolve_impersonation_target for why the two differ. The response also carries the user's tenants so the caller can pick which one the impersonated session lands in (IBS-2055).
