Erase Tenant Member

Erase one member of a tenant on a GDPR/CCPA request (IBS-2056).

Keyed on the email, like the members list this is invoked from — that list comes from Descope, and an invited user who never signed in has no users row to address by public id.

The user row survives with its PII columns overwritten rather than being deleted; see deletion_service for why. The returned log says what actually happened, including whether the Descope account was deleted or merely detached from this tenant.
