Link Salesforce Account

Link a Salesforce Account to a tenant, replacing any existing link, and auto-sync the account's licenses (IBS-1782).

The sync is best-effort: the link is already committed, so a transient Salesforce/LicenseSpring failure must not fail the link — the admin can retry via the "Sync from Salesforce" button. Errors are logged, not raised.
