Trigger Release Notification

Announce a new release to every grid of the given platform (IBS-970).

The automated path is ib-idp emitting release.published when a release succeeds; this is the manual trigger for releases that don't go through it (the "fire it for this small release" case in the ticket). It publishes the identical message, so both land in the same processing-engine handler.

202, not 201: the fan-out is asynchronous, so nothing has been created yet when this returns.
