Get Webchat Handoff Pool

The people and teams a handed-off chat can be routed to.

Returns users and teams, each with the bots it is scoped to (an empty chat_bot_ids means every bot). An EMPTY pool is not "nobody": it means the app falls back to its default round-robin.
