Dialer

List Transfer Departments

CONTACTS NOBODY. Which departments can take a warm transfer right now.

A LITERAL two-segment path beside /transfer/{call_id}, so it is declared BEFORE it - registered the other way round, departments would be read as a call id and this route would be unreachable. There is a test that GET /dialer/transfer/<id> still resolves to the parameter route.
