CONTACTS NOBODY. Does THIS organisation own the recording at url?

Answered from the call rows rather than the storage prefix, because recordings moved between organisations by the merge migration keep the SOURCE org's prefix while belonging to the target. Fail-closed: anything that goes wrong answers "not owned".

The organisation asked about is always the key's own - it is not a parameter, so this cannot be used to probe another tenant's storage.

Open because voice owns the shape of a session, a call stub and a queue stat, and it grows them without a contract bump here. A dropped field would otherwise turn an added upstream field into a removed public one.
