CONTACTS NOBODY. Removes one rep's override; they fall back to the org goal.

Self-gated on the EXISTING voice:write scope rather than minting a voice:delete for two routes - action_for() maps DELETE to a delete action unconditionally otherwise, and a new scope strands every key minted before it. Same choice DELETE /voice/agents/{agent_id} already made.
