Redial Contact

*** CALLS A REAL PERSON AGAIN. *** Redials a contact already tried.

Voice caps attempts per contact (MAX_REDIAL_ATTEMPTS) and refuses past it, which is the guard against a retry loop becoming harassment - so treat a 400 here as "stop", not as "retry".

It runs the same credit preflight the first dial does and can fail with insufficient_credits, reserving the attempt fee plus connected minutes. Tiered external.

Open because voice owns the shape of a session, a call stub and a queue stat, and it grows them without a contract bump here. A dropped field would otherwise turn an added upstream field into a removed public one.
