Get Desk Org Settings

Effective org-level desk settings: kill switches, thresholds and caps.

UNGATED on purpose, matching the app. This is the always-on desk home read ("watching N signals"), so requiring settings:read would break it for every SDR and AE. The admin surface is the PUT below.
