Run Committee Play

Fire one workflow at EVERY REACHABLE COMMITTEE MEMBER. One run each.

This is the fan-out on this surface, and it is why the operation is not a plain write: one call becomes one workflow execution per person, and a workflow can email or message. Read .../check first - it names exactly who this would reach.

IDEMPOTENT per (org, account, play, member) for one hour, so a retried press does not double up on anyone. 409 is a refusal with nothing fired, not a failure.
