Get Desk Block Queue

The ordered work set behind one dial block.

Always 200, including for a list with nothing due - an empty queue is an answer, not an error. The ladder and the ownership rules are applied here, which is why /desk/contacts/{contact_id}/call-target can then resolve a number for any stop it produced.
