Revive Desk List Goal

"I am carrying on today" - keep dialling past a met goal.

Does NOT clear or raise the target. The goal stays what it was and stays met; this only stops the desk treating the list as finished for the rest of the rep's local day.

The rep's UTC offset in MINUTES (local = UTC + tz_offset). The desk day is the rep's LOCAL day; a wrong offset silently returns the wrong day rather than erroring.
