Register Uploaded Video Asset

Step 2 of 2: register the uploaded file for the YouTube upload worker.

The object is re-checked server-side (size and type) before it is queued. 202: YouTube processing happens afterwards - poll GET /audience-syncs/google/video-assets/{asset_id} until it is usable. Rate limited to 30 per minute per org.
