Create a conversion action ON THE CUSTOMER'S GOOGLE ADS ACCOUNT.

IDEMPOTENT: an action with the same name is reused rather than duplicated, so this is safe to call before every launch. An empty body provisions the default primary landing-page action - the same one a Demand Gen or Performance Max launch provisions for itself.
