Upload offline conversions to Google Ads.

IRREVERSIBLE once dry_run=false: a conversion recorded against the wrong action cannot be unrecorded, and Smart Bidding immediately starts optimising the customer's budget against it. The safe default and the validate_only middle step are both preserved from the app rather than flattened into "do the thing".

With dry_run=false, ask Google to VALIDATE the batch without recording it. The middle step between a local preview and a real upload - it catches what only Google can tell you.
