Whether the platform has finished BUILDING the audience.

A LIVE platform read, unlike /account-health. Matched audiences are not usable the moment they are uploaded - the platform matches and sizes them first, and a campaign pointed at one that is still building serves nothing. This is the endpoint that explains that silence.
