Wake Platform Em Pr

One-click per-PR re-review — launches Platform EM review_pr session.

Gib's workflow: daily email shows a PR row with "Wake EM to re-review" button → click → this endpoint validates the signed token → launches ECS task that runs the full review_pr flow on that specific PR. Full cross-model path (Platform EM Claude + Code Judgment Codex) re-runs.
