Mint the canonical signed 'Done Reviewing' URL for a state.

The wake token is an HMAC keyed on THIS server's API_KEY — the same process that verifies it in done_reviewing. A session runner signing locally with a drifted key produces a dead button that 403s on click (the 2026-07-18 PMM email). Email builders call this endpoint so sender and verifier always share one secret.
