Run Experiment Endpoint

Execute a pending experiment and record actual spend on the envelope.

Returns the orchestrator's result + final spend. Long-running endpoint: real vendor experiments may take minutes (Tracerfy polling). Agent callers should expect this and have a generous timeout.
