Llm Classify

Run the LLM second pass over the unclassified residue.

The classifier + TROOP prompt live under agents/ — the optional agent layer, which the pipeline reaches only over HTTP (never by import). Scopes to a manifest's entities when given, else the whole state. No-op (returns residue=0) unless enable_llm_classification + an OpenAI key are set.
