The resolver + TROOP prompt live under agents/ — the optional agent layer, which the pipeline reaches only over HTTP (never by import). Scopes to a manifest's entities when given, else the whole state. No-op (residue=0) unless an OpenAI key is set (selecting the stage is the on-switch).
