Open Onboarding Welcome

Open the first-sync welcome chat when the viewer should get it now.

Only the admin whose connection ran the org's onboarding sync gets it, and only once: the request that opens the chat receives {"chat_id", "environment"}, every other one {"chat_id": null}.
