Download Chat File

Serve a file from the chat's uploads directory as a browser download.

The agent offers files (exports, reports, large results) by saving them to $UPLOADS_PATH and linking this route in its reply; user uploads are re-downloadable the same way. Mirrors the /api/session-file security layers: chat ownership, realpath containment, extension allowlist, dangerous-MIME hardening.
