List Chats

List context agent chats for the user's organization.

Default: the caller's own non-empty chats for the sidebar, newest first, without the transcript (message_count stands in for it; the detail route serves it). proposals=true: the paginated proposal inbox. Admins/modelers-with-unrestricted-access see every proposal in the org (any author); other users see only their own. The transcript is stripped (the inbox only renders summary fields) and the result is filtered by proposal_filter (open/merged/rejected/all), then by who started each row (initiators), its kind and the days its date falls on in the viewer's timezone, then windowed by offset/limit. Drafting proposals are kept even with no messages yet so the link resolves during the async window.
