Import Files From Chat

Copy uploads from another chat owned by the same user.

The 429 recovery flow stops the stuck chat (its lock can't be released) and creates a fresh one. Without this endpoint the new chat's uploads dir is empty and the resent message references files the backend can't find. Both chats must belong to the same user; we never read across orgs.
