Update Session Transcription Language

Update the transcription language for a call session.

Signed in, and only for a call the caller is in (2026-09-18 route-auth review). user_id was a query parameter nothing checked, and the handler then changed what Deepgram transcribes for every participant of any call id and pushed a WebSocket event to all of them. The parameter is ignored now; the caller is the token. Sibling of POST /sessions/{id}/participants below, which already does this.
