Get Call Effective Limit

Effective per-call duration limit for a peer call = the MOST GENEROUS participant's tier limit.

If any participant is premium / pro-tutor / org-premium (their call_minutes_per_call is the 999999 "unlimited" sentinel), the whole call is uncapped and the client shows no countdown. The 45-min cap (warning + the client-side auto-end) only applies when EVERY participant is free/lite. This keeps the on-screen warning consistent with what actually happens — a free user paired with a premium partner no longer sees a "call will end" warning for a call that won't end.
